It is clear that children whose parents are seen as unfit by the state should be forcibly removed from their homes and become wards of the state. This removal is necessary because it removes children from unsafe and neglectful environments, provides children with physical care and emotional support, and gives children an opportunity for success that would have been otherwise unavailable.

Filing a report is the first step that must be taken in order to determine abuse and/or neglect.
